ROLE PURPOSE:

The Project Manager’s main responsibility is to ensure smooth, timely and quality implementation of the project.
The Pooled Appeals project has a total budget of 8.5 million USD, of which approximately 4.8 million is specifically for project implementation The project will be implemented in up to 4 districts (Rasuwa, Nuwakot, Sindhupalchowk and Dolakha). The project manager will be responsible for :
• General: Provide strategic, technical and managerial leadership for the integrated pooled appeals project. This project covers all thematic areas, including FSL, Child Protection, Infrastructure, Shelter, Education, Health & Nutrition and WASH
• Partner Management: ensure effective project implementation, provide technical and managerial support, and act as liaison between partner organization and SCI Nepal on a regular basis. Where necessary provide capacity building by involving the appropriate department (either technical or support)
• Budget Management: ensure thematic/project budgets are phased and include appropriate cost centres and program codes, follow up with BvAs and transaction reports on bi-weekly/monthly basis to ensure adequate burn rate.
• Staff Management / Coordination: Coordinate and hold regular review meetings across sectors and projects to avoid duplication of effort and to keep all key staff up to date. Ensure staffing is appropriate to reach project goals and their Level of Effort (LOE) is coded appropriately per the budget
• Representation: Work with local and national government and other agencies, as relevant, to ensure SCI is compliant with all requirements. Ensure SCI’s voice is heard at relevant forums
• MEAL: Ensure proper MEAL systems (MEAL plan, IPTT and Quality Benchmarks) are in place, understood and being used. Review IPTTs on a monthly/quarterly basis to ensure targets are being met
• Award Management: Ensure all targets are met to SCI Quality Benchmark Standards, that donor requirements for visibility, eligibility, etc are followed in the field and that all donor and SCI reports are on time and meet quality standards
In close coordination with the Field Manager, Thematic Specialists/Advisors and Thematic Coordinators & Officers the incumbent will ensure timely, high quality and results oriented program plans including strong monitoring systems are developed and applied at all levels in order to ensure all deliverables are finished on time
KEY AREAS OF ACCOUNTABILITY:
Planning & Budgeting
• Leads the planning processes and ensures partners have annual detailed implementation plan including realistic phased budget outlining major activities and timeline for the funds allocated in required planning templates provided by the organization.
• Ensures appropriate fund allocation and expenditure on a monthly basis and take corrective measures by revisiting plans and communicating timely with Thematic Coordinators and project team.
• Reviews the project’s BVAs and transaction reports and report on any glitches identified in comparison to the Country Offices sent Program BVA.
• Coordinates with Field and District teams including thematic focal person to design a robust field visit plan, self-assessments and monitoring systems including follow up on recommendations with relevant department and impact areas.
• Leads the revision of budgets during budget forecast and on exchange rate fluctuations as per organizational procedures.
• Coordinates with Thematic Specialists for technical assistance as required.
Programme Quality
• Ensures that the programs have minimum standards in place and is exclusively followed at all levels.
• Ensures the MEAL plans of the project and themes is well familiar and understood by staff and partner staff of related themes, is exclusively used and reported.
• Ensures that baseline, mid-term and end lines are all done on time and that all action plans developed, evaluations and assessments are followed up and completed by respective themes on time.
• Identifies strengths and improvement areas of staff members and partners for quality delivery of the projects and comes up with plans to improve such gaps
• Ensures that OPMIS is well optimized for all thematic areas – by partners, project team in the District and Field Offices and regular update is done
• Is responsible to coordinate with MEAL for analyzing data from OPMIS, identifying concerns or learnings and scaling up to Thematic Managers/MEAL or to partners as relevant that data from including development of Quality Benchmarks.

• Identifies best practices, problems and issues around program implementation and works toward finding solutions for improvements, documenting, disseminating and in consultation with relevant departments and themes.
Documentation & Reporting
• Is responsible for timely and quality reports preparation, reviewed by the FM, the Technical Advisors and Program Specialists to be submitted to Awards per the reporting schedule.
• Coordinates with Technical Advisors points including MEAL, to ensure effective monitoring, evaluation and documentation of program activities and best practices.

Representation and Networking
• Collaboration and coordination with government counterparts, external development partners and donors at regional level
• Is part of relevant regional networks and coalitions and ensures regional/district level networks is well represented as necessary
• Supports program areas to build strong networks with other NGOs, CSOs, UN agencies and Government line agencies working on children’s issues to promote coordination and resource sharing at the district level.
QUALIFICATIONS AND EXPERIENCE
• 7 years (5 years for GSI group) work experience of emergency and/or development work, and an understanding of relevant issues, especially in program/grants management.
• Master Degrees or equivalent degree education in relevant sector related to the humanitarian and development sectors
• A proven record of effective management of complex projects in complex working environments
• Demonstrated significant experience in managing projects funded by multiple donors including networks.
• Prior experience in working with NGOs/civil societies and government counterparts
• Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, manage work plans and evaluate progress.

ROLE PURPOSE:

KEY AREAS OF ACCOUNTABILITY:
Prepare annual budget and revision as per guidance received, in context of the sub-office portfolio of various grants managed.
Ensure that the accounting is maintained in line with donors and SCI procedures, and with national and international accounting standards. Adhere to the organizational policy, procedures, local laws and donor’s requirement.
Ensure proper coding structure and accuracy of recording and reporting, timely disbursement of advance and expenses, timely settlement of advance, payables and receivables etc. and reconcile them periodically. Keep always the fund balance towards country offices and from partners reconciled.
Ensure compliance of local laws, donor requirements, and SCI procedures throughout sub-offices and partners.
Ensure that sufficient cash balance is maintained at any time for smooth implementation of program, up to the level of partners; ensure partners don’t have a significantly large amount of cash with them.
Monitor, review and report progress on grant and periodic budget and share with staff for necessary action at least every month, and advise them for optimum realization of available funding resources.
Submit periodic monthly financial report, check lists and other requirements to country office accurately and on time.
Improve the internal control mechanism to ensure economic and efficient utilization of resources.

BRIEF POSITION DESCRIPTION
The post holder will be based in one of the program district in Nuwakot or Rasuwa.
The WASH Institution Development and Social Mobilization Officer will be expected to support to the Project Manager for managing the institutional development of District, VDC & Community level WASH committee and social mobilization component in Nuwakot or Rasuwa of Rapid Community WASH Recovery project funded by DFID.
This includes sectoral assessment, project planning, budgeting implementation, monitoring, coordination and procurement support usually at district level.
Specific attention will be focused on working with and provide guidance to the partner’s project staff in the district and ensure the project’s activities are implemented on time with good quality.
Beside this, s/he will represent Save the children at district level in WASH sector.
Furthermore, S/he will mentor and/or capacity strengthening of partner’s staff including District (D-WASH-CC), VDC (V-WASH-CC) and community based WASH intuition (Water and Sanitation User Committee).
S/he will work together with project manager to formulate and deliver potential activities in addressing the identified capacity gap and enhancing the capacity of partner staffs, D-WASH-CC, V-WASH-CC and Water and Sanitation User Committee (WSUC) for ensuring effective and efficient delivery of project activities and its sustainability.
MAIN RESPONSIBILITIES
Program Planning, Design and Implementation
• Provide guidance to the partner to conduct consultations with the community people, children and stakeholders from community to district level for the planning and selection of project location.
• Provide guidance and support to the partner in specific need identification, feasibility study, detail survey, designing of related activities of project.
• Guide the partners in planning and budgeting in accordance with the guidelines, proposal of the project.
• Provide guidance and support partner to develop plan and budget along with Detail Implementation Plan (DIP) and phased budget.
• Review the plan & budget, design, cost estimation, BoQ submitted by the partners is in line with EQ strategic plan and align with the donor & Government’s national priority plan & policies and recommend for approval.
• Facilitate water user committee meeting, V-WASH-CC and D-WASH-CC meeting in coordination with partner organization
• Support Project Manager to develop and evaluate methodologies for promoting sanitation, such as SLTS (School-led total sanitation), CLTS (community-led total sanitation), or subsidized latrine construction
• Guide the partners on developing training and workshop curricula, short-term training package and orient partners’ team to lead facilitation and facilitate training/workshop together with other project and partners’ team.
• Provide adequate support to the partners to implement detail implementation plan and phased budget and provide support for recovery plan if required to achieve the stipulated results.
• Train the partner NGO in tracking budget vs expenses every month and develop corrective action plan if required and submit to Project Manager
• Establish and maintain good working relationship with DDC, D-WASH-CC, VDC and V-WASH-CC.
• Train partner team to conduct initial and final KAP surveys (Knowledge, Attitude, Practice)
• Coordinate with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries
• Ensure the integration of disaster risk reduction (DRR), GESI, child protection, people living with disability, environment protection and other relevant crosscutting issues on need assessment, design, implementation and development of WASH Intervention and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.

Monitoring and Evaluation:
• Develop monitoring tools, formats checklist and system in consultation with Project Manager and MEAL team.
• Strengthen capacity of the partners’ team on system and format and ensure that the system and formats are effectively operationalized through implementing partners in program implementation process as quality monitoring system.
• Conduct project review meeting with partners every month to review planned activities of that month along with challenged faced and lesson learned
• Monitor data on online project management information system (OPMIS) and its reliability.
• Conduct frequent field visit to the implementation location and provide feedback to partners and SCI team to ensure the quality
• Educate partner to meet the SCI quality benchmark on implemented activities and ensure the partner conduct monitoring based on quality benchmark
Reporting:
• Provide guidance to the partners on collection, consolidation of disaggregated data and information of the project and prepare report upon requirement of project

BRIEF POSITION DESCRIPTION
Responsible for the plan, survey, design, implementation, follow-up, evaluation of WASH infrastructure construction and rehabilitation activities of Save The Children in one of the districts (Dolakha, Shindhupalchok, Kavrepalanchok, Rasuwa, Nuwakot, Dhading, Gorkha).
The post is specifically oriented towards the WASH emergency response/ recovery in the context of the crisis in the district.
The post will direct report to district manager and technical report to WASH Coordinator.
The position need to special attention on the integration; at planning and implementation of the WASH sector in other core sectors of Save The Children such as nutrition, shelter, food security, health, education, and child protection.
The position holder need to work closely with the partner team to ensure the delivery set target activities with good quality on time.
MAIN RESPONSIBILITIES

• Technical WASH needs assessments and participation in the selection of target communities and facilities to be rehabilitated and/or constructed, through technical feasibility studies, household level questionnaires, focus group discussions, facilities and site visits, and interviews with key community members

• Conduct detail survey, carry design, estimates, preparation of bills of quantities, specifications, contract development, and quotation review, follow-up and evaluation of activities related to the construction of WASH infrastructure in public institutions and communities, such as:
1. Construction or rehabilitation of sanitation facilities (temporary and permanent latrines, incinerator, refuse pits, soakage pit)
2. Construction or rehabilitation of drinking water infrastructure (hand dug well wells, boreholes, springs, pipe network, reservoirs, rainwater collection systems)
3. Design, analysis and implementation of drinking water treatment systems and devices
4. Training of community volunteers, members of WASH committees, governmental staff in operation and maintenance of installed systems including latrines, water supply and water treatment
• Establish technical aspects of the internal purchase orders and tender documents for construction and rehabilitation of WASH facilities
• Prepare distribution, implementation plan, raised procurement request at district level and follow up with the logistic team for timely delivery of required materials
• Quality control of WASH materials purchased, including those by subcontractors
• General site management and supervision of contractors and Save the Children staff, encouraging community participation, and ensuring safety at the construction sites
• Design, implement and organize training for construction of small WASH facilities at household level
• Follow-up activities of local partners (such as local NGOs or governmental agencies) in the field for WASH facilities construction, participate in agency capacity building
