Education ministry set to announce vacancy for 28,000 permanent teachers


Ministry of Education is preparing to announce vacancy for a total of 28,000 permanent teachers.
The positions would be filled through internal competition between temporary teachers and appointment of freshers.
Speaking at an orientation training on School Sector Development Plan and Education Act for media persons organised jointly by MoE, UNICEF, Education Journalists Network and Educational Pages, Hari Lamsal, spokesperson, MoE, said the ministry was preparing to announce four types of vacancies.
As per the eighth amendment to the Education Act, the first vacancy will be for temporary teachers appointed before January 4, 1993; second for temporary teachers hired between January 5, 1993 and August 5, 2004; and third for temporary teachers who were appointed between August 6, 2004 and September 19, 2015.
“All temporary teachers eligible for first category vacancy will get permanent status,” he said, adding, “However, although temporary, lien and women teachers would be allowed to apply for second category vacancy, not all of them would be given permanent status as the number of vacant seats would be limited.”
He further said that in the third category 49 per cent of seats have been allocated for temporary teachers and 51 per cent for freshers.
All these vacancies will be announced at once, said Lamsal, adding, “Temporary teachers who don’t want to compete for permanent posts could opt for golden handshake,” he added.
The Education Act (eighth amendment) has given temporary teachers the option to either participate in internal competition or opt for golden handshake on the basis of years of teaching experience.
A temporary teacher must have completed 20 years of service to be eligible for golden handshake.
As per the amended act, temporary teachers completing 5 to 10 years of service will be entitled to half-month’s salary for each year while teachers with 10 to 15 years of work experience will be granted an amount equal to one month salary for each year served.
Similarly, teachers completing more than 15 years of experience will be provided an amount equal to one- and-a-half-month’s salary per year.
“Management of teachers is a matter of political commitment. Therefore, we are going to begin the process after the new education minister gets appointed,” he stated.
Around two months ago, School Teachers Management Section under the Department of Education had started collecting details of temporary teachers working across the country.
Dev Kumari Guragain, acting director general, DoE, said, “We are still collecting details of temporary teachers,” adding, “We have recently sent SMS alert to all the district education offices and regional education directorates to furnish details of temporary teachers at the earliest.”

Position Overview:

The Manager, Accounting and Finance will be responsible for overseeing all aspects of the organization’s finances and accounting function.  The position will report directly to the Country Director (CD) and serve as an integral member of the country management team.  The position will have a dotted line reporting to Global Director Field Finance.  The position will have regular interactions with both Country Office (CO) and Global Office (GO) staff.

Primary Duties & Responsibilities:

  • Lead, provide guidance and manage the Country Finance & Accounting Team
  • Ensure timely completion of all accounting & finance activities, such as regular accounting entries, closing the monthly & yearly accounts within deadline, monthly cash forecast, quarterly budget forecast, annual budgeting, etc.
  • Ensure adequate internal controls are in place and organisational resources appropriately safe guarded.
  • Train the team members in Accounting Concepts, Internal Controls Room to Read (RTR) policies, financial analysis/reporting and country’s legal requirements.
  • In collaboration with the Program Operations Director (POD), the Manager. Accounting and Finance oversees the development, approval and implementation of the CO’s  annual budget and quarterly forecast in collaboration with the Country Management Team at CO; and provide monthly updates as to actual performance vs budget;
  • As a member of the Country Management Team (CMT) and in coordination with the GO  counterparts, ensure all finance and accounting activities are consistent with the global strategic plan and annual budget;
  • Establish a framework for financial analysis and reporting on a regular basis that meets CO and Global Office requirements;
  • Provide insightful analytics to help the CD and CMT  make impactful decisions regarding program implementation opportunities;
  • Establish and implement short- and long-range departmental goals, objectives, policies and operating procedures for the CO;
  • Collaborate with other departments , for example, for monthly cash forecast with Implementation Calendar, streamline quarterly forecasting process and involve other departments in the development of budgets;
  • Develop, analyze and make recommendations relating to global and local financial policies, procedures and controls to ensure effective and efficient financial operations.
  • Maintain adequate records related to bookkeeping, expenses, funds, partnership ventures, that are at all times accurate, substantiated, up to date, sufficiently detailed and prepared for random spot checks by internal audit functions
  • Advise the Country D and CMT on all probable risk situations and implications thereof regularly.
  • Ensure internal processes are adhered to before releasing of payments
  • Coordinate internal audits, external/statutory audits and audits of Implementing Partners where applicable.
  • Track and monitor program expenditures against grant funding and provide timely and accurate information to CO Programs Manager, Country Manager and GO Development Team.
  • Support Human Resources (HR) Department in the areas of retirement fund, staff related insurance and other payroll related benefits
  • To review and recommend documents related to financial commitment as and when required.
  • Guide the Accounting Associate to create and manage billing processes (accounts payable/receivable), make timely payment of advances and corresponding retirements.
  • Develop deviation to Finance & Accounting Policy Manual (FAPM) in line with local administrative requirements as needed.
  • Set up and maintain adequate in-country financial records in accordance with government regulations and or agreements, if required.
  • Comply with RtR Financial and other policies and establish reliable internal control procedures.
  • Issue staff and program related reimbursements in a timely manner and in accordance with applicable internal guidelines.
  • Collaborate with GO to identify reputable audit firm and make arrangements for CO audit, if required.
  • Undertake field visits to validate systems and procedures followed, comment on data integrity and train partner/community on applicable accounting and reporting skills.
  • Lead and/or participate in projects that have departmental, cross-departmental, regional or global impact, such as projects on Cost Analysis, etc
  • Ensure all relevant Government Acts, Rules, and Regulations like provision of taxation, Value Added Tax etc, as applicable Room to Read are followed.  Identify and monitor risks relating to legal and statutory compliances;
  • Ensure that major financial risk issues and gaps in systems as highlighted in the internal audit are addressed;
  • As a management team member provide inputs towards strategic decision making for the CO;
  • Make sure that CO agreements with the Government Authorities at various levels (Ministries, Provincial, State, Districts, etc) are complied with to the extent of financial matters;
  • Prepare highlights of key business indicators for the organization’s annual report, if any;
  • Implement relevant accounting standards, audit standards and Generally Accepted Accounting Principles  and maintain current knowledge and understanding of accounting and tax regulations, laws, industry trends, practices;
  • Implement all Financial and Accounting Policy Manual (FAPM), Human Resources and Administrative guidelines to the extent applicable;
  • Make relevant reports to Government, GO and CD in timely and precise manner;
  • Ensure complying with OFAC & SAMS regulations as it applies to RTR ;
  • Represent Room to Read at relevant meetings and occasionally assist in hosting key donor visits
  • Any other Accounting and Finance related tasks as advised by the Country Director and /or Global Office.

Qualifications:

Required:

  • Demonstrable accounting skills (a written test forms part of the interview process)
  • Qualified CPA, CA, CGMA. CIMA, ACCA/ Post Graduate degree in finance or accounting
  • A minimum of  5 years of professional experience in the  finance & accounting department, of which 3 years in a management position,   either in a for-profit or a non-profit organisation
  • Experience in successful implementation of a wide range of responsibilities in a prior financial services position
  • Strong verbal and written communication skills in English
Preferred:
  • MBA along with accounting qualification mentioned above Minimum 7 years of professional experience in the finance & accounting department either in a for-profit or a non-profit organisation
  • Experience in developing and/or implementing standard operating procedures, staff training modules, rolling out new accounting system, internal audit and grant management & reporting

Job Summary
The Watershed and DRR Officer is responsible for planning, technical backstopping, monitoring and reporting of watershed management and DRR activities in close coordination with relevant stakeholders, partners and HBP team. S/he will be responsible for the overall technical support and facilitation to build the capacities of Hariyo Ban Program staffs including relevant stakeholders [partners, District forest Offices (DFOs), District Soil Conservation Offices (DSCOs)] at river-basin and watershed level
and communities – focusing on women and girls in order to ensure healthy watershed and ecosystem functions of degraded and critical watershed/sub-watershed areas, disaster risk reduction, threats and hazard/vulnerability assessment and planning. S/he will also be responsible for generating new ideas, concepts and approaches to enhance the program effectiveness on watershed and DRR. The incumbent has to consider integrated system based approach including Rights Based Approach (RBA) to development, Gender Equality and Social Inclusion (GESI) and governance principles for overall programming, implementation, monitoring and reporting. The employee shall fully comply with safety and security procedure of CARE and should be accountable for it.
RESPONSIBILITIES AND TASKS:
R1. Watershed and DRR planning and strategy development
  • 1.1 Prepare TOR for hiring consultants and service providers to prepare integrated sub-watershed management plans (ISWMPs) and DRR management plans making them climate smart, and water inventory and demo plot establishment
  • 1.2 Review of existing watershed and CCA plans considering DRR perspectives and develop appropriate strategy to integrate and make these plans climate smart.
  • 1.3 Link ISWMPs and DRR Plan in HBP’s annul plan and budget of respective district/s in consultation with Field Officers, Field Coordinators, Specialists and partners.
  • 1.4 Support DDRC/DDC and sub-watershed/watershed committees to review, update and prepare Disaster Preparedness and Response Plan (DPRP) and district Disaster Risk Reduction Management Plan.
  • 1.5 Support to design and pilot early warning systems in community selected hazards by analyzing climate information in selected river basin area considering the local contexts and support the relevant stakeholders to integrate such system in their planning process
  • 1.6 Facilitate the integrated approach of forestry, biodiversity and climate change adaptation in watershed management with cross cutting themes such as GESI, Governance and Livelihood.
  • 1.7 Facilitate to work with district and regional level government agencies in mainstreaming of selected CAPAs and LAPAs from HB Phase I into local and sectoral planning processes.
R2. Implementation of Integrated Watershed Management and DRR Plans
  • 2.1 Provide technical support to program team, partners and stakeholders to implement ISWMPs and DRR Plans targeting critical watersheds and vulnerable sites, and vulnerable forest-dependent communities for effective as well as smooth implementation of program activities
  • 2.1 Prepare MoU/tripartite agreement between DSCO, S/WCC and CARE Nepal/Hariyo Ban Program to implement the relevant plans at district/community level
  • 2.2 Facilitate Field Officers/LRPs and community to set up River Basin/Sub-watershed/Ward level Coordination Committee (S/WCC) in coordination with DSCO, VDC and ward committee/ward citizen forum
  • 2.3 Facilitate Field Officers/LRPs and community to implement watershed management activities, soil and water conservation, slope stabilization, forest conservation and climate resilient agriculture, conservation farming, and green infrastructure in upstream areas to restore and build the resilience of ecosystem services and help reduce impacts of climatic hazards;
  • 2.4 Facilitate to implement climate resilient agriculture practices, river bank management, and DRR activities in the downstream areas to increase productivity.
  • 2.5 Institutionalize the linkage of upstream and downstream communities of selected sub-watershed areas and river basin level functioning
  • 2.6 Facilitate the process of hazard/vulnerability assessment, watershed management, and interdependence between upstream and downstream communities to community leaders, group members and government stakeholders in consultation with Specialists, FOs/FCs and partners
  • 2.7 Support district government agencies and local communities to establish early warning systems for floods and other major hazards using local weather and other data, linked with District Emergency Operating Centers.
R3. Coordination, review and reflection
  • 3.1 Maintain close and regular contact with FCs/Field Officers, Partners, community groups/CFUGs and DSCOs, DFOs, DDRC, and other stakeholders for effective program planning, implementation and monitoring at district level
  • 3.2 Organize critical review, reflection meetings, exposure visits periodically to share plan, progress, issues and future course of actions for tracking program interventions in watershed management and DRR
  • 3.3 Share field level program learning, best practices and experiences in different forums jointly with the DSCOs, DFOs and Communities
  • 3.4 Conduct assessment to document the evidences and success stories of improved bio-physical and socio-economic conditions of watersheds due to implementation of ISWMPs, LIPs, CAPAs/LAPAs and other relevant program interventions
R4. Monitoring and Reporting
  • 4.1 Provide technical support and monitoring of overall programs focusing on watershed management and DRR at field level in consultation with FOs/FCs and other relevant staffs for effective and smooth implementation of program activities
  • 4.2 Contribute in district team to develop participatory monitoring and evaluation of the overall program.
  • 4.3 Prepare and submit district/s reports to Team Leader and other relevant staffs ensuring desired qualities
  • 4.4 Compile, synthesize and maintain field level program related information, databases and other relevant data
R5. Contribution in team building and effective functioning of team
