The World Health Organization (WHO), Nepal invites applications from qualified and experienced candidates for the position of National Professional Officer (Maternal death surveillance and Birth defect activity)
Objectives of the programme:
The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response following emergencies and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.
Within this framework, this specific position will assist Family Health Division (FHD), Department of Health Services (DoHS) in institutionalizing maternal and perinatal death surveillance and response mechanism in programme implementing districts and hospitals. And also to align with recent WHO guidelines with other safe motherhood activities.
Description of duties:
  • Under the overall guidance of the WHO Representative and the direct supervision of Public Health
  • Administrator and in close collaboration with teams within and outside WHO Country Office, the
  • incumbent will perform the following tasks:
  • Strengthen the quality of maternal and perinatal death review in 42+25 programme hospitals and FHD/DoHS in institutionalizing maternal death surveillance system in six new programme districts;
  • Support FHD to develop the Maternal Perinatal Deaths Surveillance Response (MPDSR) training, monitoring& evaluation, recording reporting tools;
  • Strengthen quality of care, particularly implementation, monitoring and update of the quality improvement tools;
  • Coordinate MPDSR activities among the stakeholders at national level;
  • Undertake regular supervisory visits to the programme implementing district and hospitals and provide necessary technical support and mentorship;
  • Identify and document key issues, challenges and bottlenecks during MPDSR programme; implementation process and share to WHO CO, FHD team and also during the system review and other relevant forums;
  • Support FHD to follow with the responses made during MPDSR district reviews and incorporate in to the annual plans;
  • Support FHD/DHOS and WHO CO to prepare and incorporate MPDSR and related activities into their national work plans;
  • Support FHD in implementation of National Birth defect surveillance, prevention and management plan (2015-19);
  • Support adaptation of new WHO guidelines, tools and training materials related to reproductive and neonatal health;
  • Promote operational and scientific research in priority areas in collaboration with Nepal Health
  • Research Council (NHRC) and research departments of academic institutions;
  • Provide technical information on the reproductive and neonatal health area to update WHO CO websites;
  • Activity monitoring including financial every three monthly and discuss with supervisor;
  • Undertake any other task/ duties as assigned by WR.
Qualifications Required:
Functional Skills and Knowledge:
  • Experience in both clinical and public health part of maternal and neonatal services;
  • Technical knowledge in maternal perinatal death audits including review forms, data collection and analysis
  • Excellent communication& interpersonal skills, teamwork and adept at working with people of diverse cultural and social backgrounds;
  • Excellent knowledge of the cause of death maternal & neonatal deaths, disease surveillance and coding;
  • An understanding of and ability to abide by the core values of the WHO.
  • Excellent report writing skills, analytical skills as well as good computer skills
  • Experience in working with teams and team processes at Family Health Division.
Education (Qualification):
Essential: University degree or equivalent in public health or medical sciences. Candidate having
Specialized degrees on maternal and child health would be assets.
Experience:
Essential: 
At least 2 years of relevant experience and proven expertise in maternal child health
services; trained on death review or clinical audits;
Language: Excellent knowledge of written and spoken in English and Nepali. 
Other Skills: Good computer skills including office software applications.
Salary: In accordance with WHO Rules & Regulations.
