The Kakani Centre for Development of Community (KCDC) is a non-governmental organization founded in 1993, and since then has implemented projects in the sectors of children trafficking, HIV/AIDS, child labor, health and nutrition, education, agriculture and disaster risk reduction with gender as a cross-cutting issue in partnership with Nepal government and other agencies. KCDC is now implementing the ‘Humanitarian Assistance to People Affected by Earthquake’ project in the VDCs of Nuwakot district in partnership of Oxfam GB. KCDC Nepal invites applications from all interested and potential Neapali candidates for the following position in our Humanitarian Assistance project:
Position: Technical Officer (Civil Engineer): Emergency Food Security & Vulnerable Livelihood

JOB DESCRIPTION
REPORTS TO: Executive Director through Program Coordinator
JOB PURPOSE: To identify and conduct need assessment of different Cash for Work (CFW) schemes and prepare technical designs, survey,  estimating, material and cost calculation and supervision during the schemes rehabilitation in all working VDCs.
ROLES AND RESPONSIBILITIES:
  • To carry out the selection, estimation, design and construction of irrigation facilities, trail road, water mills, renovation water harvesting pond, community collection centers and other livelihood related infrastructures;
  • To select, design and implement the most appropriate form of livelihood infrastructure, in consultation with the beneficiaries, ward citizen forum, cluster members EFSVL Programme team;
  • To facilitate and support to cluster members and beneficiaries regarding good rehabilitation of irrigation and other communal schemes and proper utilization of local materials required;
  • Provide technical support, monitoring and supervision effectively for quality intervention on ongoing CFW schemes during rehabilitation to the cluster members and CFW beneficiaries as and when required;
  • Preparation Bill of quantity, technical report and final measurement report and submission to EFSVL team;
  • Regular monitor proper utilization of supported materials and facilitating to cluster committee to utilize as required purposed;
  • To liaise closely with the EFSVL Team throughout the planning, design and implementation stages of the EFSVL Programme. EFSVL is a vital element of such to restoring of livelihoods options;
  • The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organizations;
  • To ensure that all programmers take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues;
  • Provide guidance and support to the EFSVL Assistants to ensure task and responsibilities are delivered;
  • Verify number of Schemes completed in each cluster;
  • Closely working with EFSVL Team of the program;
  • Conduct other duties as assigned by the Supervisor;
  • Provide EFSVL technical advice to the programme coordinator.
SKILLS AND COMPETENCIES
  • Bachelor’s Degree in Civil Engineering and at least one year experience in related field;
  • Most importantly, practical experience in integrated livelihoods situation in humanitarian sector. It is desirable that some of this should have been in emergency relief programmes;
  • The post holder should have a good understanding of the emergency food security and vulnerable livelihood needs of poor rural communities and of appropriate ways of tackling them;
  • The post holder must be aware of and sensitive to the particular needs of gender and protection in humanitarian context;
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations;
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people;
  • Well developed interpersonal and team building skills and proven ability to be flexible in demanding situations;
  • Good written and spoken English is essential;
  • Sympathy with the aims and objectives of humanitarian charter and code of conduct.
