Job Description
Job Title: PME Officer
Department ACT Forum Nepal
Working Station LWF office Kathmandu for 2016 (new Forum Convenor 2017 so new work location then)

 
Reporting to Forum Convenor in coordination with Forum members’ M/E Officers Travel Up to 40% of her/his time
The PME Officer for Earthquake Recovery program will be responsible for strengthening institutional planning, monitoring, reporting and evaluation system regarding humanitarian recovery-related projects within ACT Forum Nepal and its implementing partners ensuring organization’s overall strategic goals and result areas. S/he will further be responsible for strengthening research, planning, monitoring, reporting and evaluation system and its proper institutionalization amongst the ACT Requesting Agencies who are implementing the ACT Nepal Recovery Appeal NPL161 in order to coordinate monitoring and reporting systematically for the ACT Appeal process as well as with other ACT members who are responding outside of the Appeal,
1. Key result areas and specific tasks are given below:
1. Strengthen Earthquake Recovery Program Projects’ Planning, Monitoring, Evaluation (PME) and Reporting System
  • Review the PME and reporting systems of all the Requesting members & other ACT members outside of the Appeal
  • Refine the M/E Framework for the ACT Nepal NPL161 Appeal as deemed necessary by the ACT Forum Nepal
  • This includes reviewing the indicators for each sector of activity in the Appeal Response: including food security/livelihoods, shelter, WASH, psycho social support, education, and cash transfers.
  • Ensure the accuracy of all data collection tools and databases, in particular indicator tracking tables and activity tracking tables.
  • Indicators should include some which are able to show the Value-Added of ACT Forum Nepal member organisations working in direct collaboration.
  • Assist Requesting Members in developing and implementing results-based Planning, Monitoring, Reporting and Evaluation system.
  • Consult ACT Members’ own M/E systems to make them compatible to the ACT Forum system, allowing for accurate, consistent reporting on all Appeal sectoral activities and value-added initiatives.
  • Ensure establishment of program database at the ACT Forum Nepal coordination/convener level and Implementing Partner’s level
  • Assist the ACT Nepal Earthquake Response Requesting Members’ Programme Management in the coordination and management of evaluations (internal and external) including drafting Terms of Reference, in coordination with the Members’ ME officers and partners, and external evaluators.
2. Monitoring the status of the program implementation in line with the results framework
of the emergency projects
  • Read and analyse the reports received from Implementing Partner Organizations from all emergency projects and ensure consistency and coherence with results framework.
  • Visit project sites and Implementation Partner Organizations and monitor the status of implementation of planned activities and its results using monitoring checklists.
  • During these regular monitoring visits to local partners also review systems and provide feedback, technical support, and follow-up on improvements
  • Ensure the quality of data and information and support to local partners for maintaining proper MIS at their level
  • Collect the outcome level data and information, and provide analysis
  • Assist with data needed for reports and new proposals
  • Facilitate meetings to analyse indicator and performance data and ensure that the analysis links directly to project management and reporting requirements
3. Communications, Information, and Documentation Produce periodic reports and maintain documentation
  • Receive periodic progress reports and check accuracy and credibility of the report.
  • Compile the progress reports as per projects’ prescribed templates.
  • Produce monthly, quarterly, annual reports required by related agencies/funding agencies.
  • Maintain effective filing/achieving of project related documents both in hard copies and digitally.
  • Contribute to the preparation, collection, and finalisation of case studies, features and document learning and good practices of the projects by the ACT Communications group using social media, photography, video, and written accounts
4. Other Responsibilities
  • Attend ACT Nepal's forums and meetings as and when required.
  • Carry out other tasks as assigned by the ACT Forum Convener.
  • Familiarize her/himself with the mandate, mission and objectives of the ACT Forum Nepal  its member agencies
  • Familiarize her/him with ACT Forum Nepal's policies and procedures like financial policy, employment policy, accountability framework, management guidelines, Code of Conducts including Core Humanitarian Standards, Code of Ethics, Child Protection Policy, Complaints Mechanism, human rights based approach to development, among others.
  • Maintain impartiality from party political influence.
Qualification and Competencies:
  • Bachelor degree on relevant subject.
  • 5 years or more experience in M/E
  • Sound knowledge on program, planning, monitoring, documentation and research methodology.
  • Excellent communication skills including in report writing, in both English and Nepali.
  • Experienced in working with NGOs/CBOs.
  • Good skills on data analysis and interpretation.
  • Good skills in use of mobile applications for M/E uses.
  • Minimum three years experience in PME related work.
  • Excellent skill in survey design, PRA tools, data collection and analysis
  • Excellent knowledge and skill with Word, Excel, SPSS and other database management
  • Experience in training, facilitation, and/or support local partners, community groups, and officials
  • Ability to travel frequently (up to 60% of the time).
