OBJECTIVES OF THE PROGRAMME :
The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response following emergencies and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.
The WHO’s country cooperation and its collaborative programme for strengthening health systems in Nepal draws on the Organization’s convening role, institutional capacity and technical expertise and country office’s capacity for the day to day follow-up and process management of the policy dialogue.
The objective to strengthen Nepal’s health systems by providing technical support to formulate, implement and manage evidence-based and gender-sensitive HRH policies and plans with a focus on people centered universal health care.
Description of duties:
Under the overall guidance and supervision of the WHO Representative, and direct technical supervision of Public Health Administrator, the incumbent advises and provides technical assistance to the national authorities on:
1. Provide technical support for the development and implementation of the HRH master plan 2016-2035, including:
– Steer development of national health workforce planning processes that includes situation analysis, aspects of production, deployment, retention and performance quality, monitoring and evaluation;
– Provide technical input to health workforce policy dialogue, health workforce registry implementation, technical forums, national health workforce strategy, facilitate regular policy review/ assessment and evaluation of the implementation of workforce strategies;
– Provide advice on policy development, planning, implementation and evaluation of health workforce and heath service delivery, to improve accessibility, availability of quality health care services to all Nepalese people;
– Provide strategic guidance on strengthening national health workforce through policy development, and advice on appropriate management of skilled health workers and to enhance and promote inter-sectoral collaboration and linkages among stakeholders;
– Support capacity building on leadership role and management skills of health managers at all levels for good governance;
– Provide technical support to improve quality and standards of education and training of the health workforce in collaboration with HQ, regional office and relevant stakeholders; and collaborate with the educational institutions that deliver health training programmes;
– Provide overall guidance to strengthen national activities for developing health workforce through innovative and appropriate use of in-service training, continuing education and on the job training for better health system performance;
– Promote the generation and use of evidence based policies and interventions, through coordination with relevant departments in Government and with partners in- and outside the country for the design and implementation of health workforce assessments; analytical work and research.
2. Any other duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in health or health-related field, social, or management sciences, plus a master’s degree in public health, health policy, human resources, health management or administration from a recognized university.
Desirable:
Advanced level training/expertise in national health policies, health workforce information systems, strategies, plans and/or human resource for health.

Skills:
Functional Skills and Knowledge:
1. Knowledge of current public health issues.
2. In-depth knowledge of, and expertise in issues related to human resources for health development.
3. Readiness to learn the technical, political and administrative aspects of Nepal’s health system and primary health care.
4. Expertise in strategic thinking, health workforce data analytics, health workforce information systems, political and stakeholder analysis, communication, negotiation methods, leadership development, health system performance and strategic use of health workforce data.
5. Demonstrated professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
6. Technical expertise and Overall attitude at work and also required mandatory competencies.

Experience:
Essential:
At least seven (7) years of experience, some of which should have been obtained in an international context, and including at least 2 years in improving or designing policies/systems for the development, implementation, management and monitoring of Human Resources for Health.
Desirable:
Languages:
Excellent knowledge of speaking and writing English. Knowledge of others UN language is desirable.
Additional Information:
WHO’s salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance
