Background Information – Job-specific
UNOPS is expanding its operational support in South Asia and has recently established its presence in Nepal with four recent projects signed with DFID, World Vision and the World Bank supporting Nepal Government Institutions. UNOPS will provide advisory and technical assistance services with its expertise in Procurement, Project Management and Infrastructure, as well as providing capacity building to key stakeholders. The initial projects are located across the country in more than 40 districts of Nepal, while the major project team will work from UNOPS Kathmandu-based country office.
For one of the high-impact projects, UNOPS is working together with the World Bank, DFID and the Government of Nepal to support the Nepal Housing Reconstruction.
The project will assess up to 900,000+ rural residential families and is part of a large-scale international response to the post-earthquake recovery.
The overall objective of the project is to facilitate the recovery in the Earthquake affected Districts of Nepal through surveys that will ascertain the damage to the housing stock and identify households eligible for grant assistance.
Just recently, the enrollment of Housing beneficiaries has started funded by DFID.
The Project Coordinator reports directly to the Project Manager and coordinates all operational aspects of the project: progress and implementation, identifies operational problems and assists in resolving them by taking appropriate action, drafting required correspondence to parties concerned and preparing reports.
Functional Responsibilities
The Project Coordinator reports directly to the Project Manager and coordinates all operational aspects of the project: progress and implementation, identifies operational problems and assists in resolving them by taking appropriate action, drafting required correspondence to parties concerned and preparing reports. S/he shall perform the following specific duties:
Project Management Support
Project Implementation
• In coordination with the PM, s/he will coordinate all operations for the smooth running of the different aspects of the enrolment and housing registration project; collaborate with the Government partners / agencies and sub-contractors.
• General operations troubleshooting and notify PM on anticipated delays or any operations related issues that arises;
• Represents the PM in the field when required;
• Responsible for timely delivery of the expected outputs in relations to operations;
• Assist in any relevant administrative and operational efforts of the Program as requested by the PM;
• Collaborate with the PM in the preparation of procurement plans;
• Collaborate with the PM and all other support services with regard to movement of Staff and Materials in the field;
• Prepare Movement plans in collaboration with operation teams;
Logistics and Operations
• Assist and provide advisory support to Government counterparts on planning and implementation of operational plans to support enrolment and survey activities throughout the effected districts.
• Plan and manage UNOPS Logistics support to provide robust solutions to meet operational needs and requirements which may include movement plans, distribution and retrieval plans.
• Ensure timely supply of goods and materials as required to support enroment and survey operations.
• Liaise with and instruct UNOPS contracted suppliers to ensure HR, Logistics and Training related activities are fully supported with required services provided on time.
• Assist and provide advisory support to government couterparts on communications and public outreach strategies ensuring that agreed implementation requirements and needs are met and provided by UNOPS in a timely manner.
• Constant monitoring and analysis of the operating environment, timely readjustment and improvements of the operations
Coordination and Liaison
• Coordinate and Liaise with PM on the progress of operational issues;
• Coordinate and Liaise with various partners/agencies involved in the enrolment and housing reconstruction Programs.
Monitoring and Reporting
The Project Coordinator will report to the Project manager
• Weekly operations updates
• Bi-Weekly operations reports
• Monthly-consolidated report on operational progress.
• In coordination with the Project Manager ensure that the project produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Team Leader is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case. Contribute to the overall business targets and needs.
• Oversee and manage M&E of staff contracted by UNOPS HR Provider in enrolment centers throughout the various districts.
Project Completion
• Assist the PM in the preparation of project completion reports and ensure compliance with contractual obligations;
• If required, assist in drafting Terminal report;
• Assist in assessing different phases of project implementation and share “lessons learned” with the Project Team/Staff and Management.
Additional Requirements:
• Ensure that all stakeholders have clear TORs and action plan, so that the project objectives could be reached per the agreed schedule
Competencies
• Experience of managing diverse and multi-cultural teams
• Strong staff management and team-building skills
• Excellent analysis, communication, negotiation and representational skills, and demonstrated ability to handle sensitive situations diplomatically
• Ability to establish priorities and plan work assignments
• Good knowledge of Nepal and its political, social and cultural context (preferred)
• Knowledge of UNOPS/UN rules and regulations preferred
• Proficient in the use of computers and office software packages (MS Word, Excel and PowerPoint) and experience in handling web-based management systems
• Excellent knowledge of both written and oral English is required.
Education/Experience/Language requirements
Education
• Bachelor’s Degree or equivalent in Management, Development, politics, governance, communications or other relevant discipline.
• Secondary school education with relevant years of experience may be considered in lieu of a first level degree.
• A relevant combination of academic credentials and / or industry certifications and qualifying experience may be accepted in lieu of the university education.
Work Experience
• Bachelor’s degree with seven years of progressive experience in strategic planning, management, advisory services, data collection and data analysis and working with local government is required; or
• Secondary school education with minimum of eleven years of progressive experience in similar position may be considered in lieu.
• Experience of working in Nepal or in a similar post-conflict or post disaster environment desirable
Additional Requirements:
• Relevant work experience in difficult and challenging environments such as elections, census, national surveys, etc. is a requirement
• Experience of working with complex operations, such as electoral/census, in challenging environments
• Experience of public outreach and communications activities
• Experience of report writing required
• Experience of training and capacity building
• Excellent knowledge of development issues and practice
• Experience in project and programme monitoring.
Language:
• Good level of English is required. Demonstrated ability to prepare reports in English.

Contract duration: Initially for 6 months with possibility of extension
